What it is
A recommendation, not an agreement
STANREC 4780 is a NATO Standardization Recommendation. That word matters more than the number: a STANREC recommends that nations use a named Allied Publication, rather than committing them to ratify and implement one the way a STANAG does. The letter of promulgation states plainly that nations are invited to use the standard it covers and to provide feedback to the NSO on that use - there is no ratification step behind it, and no obligation created by the STANREC itself. Its supervising committee is CNAD, AC/225 NAAG, LCGDSS.
The current edition, promulgated 3 July 2020, recommends AEP-4780, Edition B, the Allied Engineering Publication that sets out the design principles and physical load configurations for the individual load-carrying equipment of the combat soldier. No other related documents are named alongside it.
What changed with this edition
This edition supersedes two earlier documents: STANREC 4780, Edition 1, dated 19 April 2016, and STANAG 2311, Edition 4, dated 31 May 1996. The second of those is a STANAG, which means this subject was once covered by an agreement nations ratified, and is now covered instead by a document they are only invited to use. For an organisation working from an old file reference to STANAG 2311, that change of document type is the fact worth catching before anything else.
Who it addresses and how it binds
The document addresses nations and NATO bodies, not suppliers directly. It becomes relevant to a supplier the same way any Allied Publication does: when a tender or a contract names AEP-4780. The STANREC's own text does not tell a reader that AEP-4780 applies to them, and neither does this page - that is a question the contract and the customer's quality clause answer, not the recommendation itself.
Where this matters in practice is earlier than a contract, at the point an organisation is actually designing individual load-carrying equipment. Because the whole subject of AEP-4780 is design principles, considering it during design costs little; retrofitting a load-carriage system to match it after the fact costs a great deal more.
How it is reviewed
STANREC 4780 sets up no certification, accreditation or audit scheme, and nothing in it implies one. The only check the document itself describes is procedural: it is reviewed under AAP-03, with the result of that review recorded in the NATO Standardization Document Database (NSDD). Where equipment built to AEP-4780 is actually assessed is a separate question, governed by whatever AEP-4780 itself specifies once a contract names it, not by anything in this recommendation.
