What it is
A recommendation, not an obligation
STANREC 4801 is a NATO Standardization Recommendation on the NATO Modelling and Simulation Handbook for Training and Exercises. As with every STANREC, the distinction that matters most is in its name: unlike a STANAG, it does not commit a nation to ratify anything. NATO's own text is explicit that "Nations are invited to use the Allied standard(s) covered by the STANREC and to provide feedback to the NSO on the use of the covered Allied standard(s)" - an invitation, not a ratification obligation. Nothing in this document creates a duty for a supplier to sign up to directly.
What it recommends
The document's aim is to "list recommended practices regarding: using modelling and simulation to support training and exercises." Its recommendation is a single Allied Publication: AMSP-05, Edition B, the handbook that actually sets out those practices. The document names several families of related reading alongside it: STANAG 4603 on modelling and simulation architecture for technical interoperability (HLA), STANREC 4799 (which covers AMSP-03, on reference architecture for distributed synthetic training), STANREC 4800 (which covers AMSP-04, on federation object model design), STANREC 4815 (which covers AMSP-01, the modelling and simulation standards profile), the NATO Bi-SC 075-003 Collective Training and Exercises Directive, the NATO Architecture Framework Version 4.0, and IEEE 1730 itself. A major revision, not a reissue
This edition supersedes "STANREC 4801, Edition 1, dated 27 August 2018." The promulgation letter is specific that the change is not cosmetic: Edition B is "a major revision of its previous edition," rewritten "from the perspective of the provider of Modelling and Simulation support to training and exercises and is based on the IEEE 1730" recommended practice for distributed simulation engineering, with "lessons learned from applying AMSP-05 standard in exercises and multiple other sources and related research" folded into the revision.
Where the actual requirements live
STANREC 4801 has no clauses of its own to audit against. Nations and NATO bodies are asked to "provide feedback to the NSO on the use of Allied standards covered by a STANREC," and the document itself "is to be reviewed in accordance with AAP-03," with the result recorded in the NATO Standardization Document Database. That review checks the recommendation's own currency, not an organisation, and the testable content - the practices AMSP-05 sets out - sits inside AMSP-05, not here.
