What it is

MISP-2019.1, the Motion Imagery Standards Profile, is a technical document written and published by the US Motion Imagery Standards Board (MISB). It sets mandatory formats, encodings, containers and metadata for "Motion Imagery" - a sequence of images with the potential to carry informational or intelligence value - used across the intelligence, surveillance and reconnaissance (ISR) community. It is not a NATO publication in its own right: NATO's STANAG 4609 is, in its current editions, a covering document rather than a standalone specification, and it "points directly to" this MISP edition instead of restating its content. That is why the document states its requirements are common to "the United States (U.S.) and the North Atlantic Treaty Organization (NATO) coalition partners" - the technical content lives here, and NATO nations reach it through the STANAG cover.

Four classes of Motion Imagery

Everything in the MISP is organised around four Classes. Class 0 is uncompressed Motion Imagery with unrestricted characteristics - the raw output of an imaging sensor. Class 1 is compressed Motion Imagery limited to three colour bands at 8 bits each, used when transmission bandwidth is constrained, and carried in an MPEG-2 Transport Stream. Class 2 is compressed Motion Imagery whose characteristics exceed Class 1's limits: large-volume imagery, scientific and engineering imaging, and high bit-depth infrared. Class 3 covers sources outside the ISR ecosystem entirely - cell phones, mobile devices, surveillance cameras - which the MISP requires to be normalised into a conformant form before use, rather than exempting them.

What is mandatory, class by class

The MISP bans interlaced-scan video outright: the requirement "specifically bans the use of interlaced-scan formats, such as NTSC, PAL, SECAM, and High Definition 1080i" for any conformant system, so progressive scan is the only option for new or updated equipment. Only the Containers the MISP names may be used for Class 0, 1 and 2 Motion Imagery. Class 1 Motion Imagery must be compressed with H.265/HEVC, H.264/AVC or H.262/MPEG-2 at specific profile-and-level combinations, with Metadata encoded as Key-Length-Value (KLV) and Audio compressed to a named MISB standard. Every frame must carry a timestamp representing Absolute Time, and an instantiation of Motion Imagery must use a single timestamp representation throughout - switching formats mid-stream is not allowed. Every item of Motion Imagery must carry a Core Identifier and Security Metadata; the document is explicit that correct, consistent security marking is mandatory for "all Motion Imagery Data". Overlaid graphics and text must be non-destructive to the underlying imagery - "'burned-in metadata' is not allowed" - which is easy to miss in a system that renders overlays by default. Airborne platforms carry an additional obligation: the Motion Imagery Sensor Minimum Metadata Set, which the document calls a prerequisite for MISP conformance in that domain.

Dissemination requirements cover the network side - Internet Protocol, UDP for time-sensitive delivery, TCP where reliability matters more than speed, and Real Time Protocol for combined audio/video/metadata streams. External Interfaces map Motion Imagery to systems outside its own ecosystem: conversion to Cursor on Target messages, integration into the STANAG 4559 Data Model, and the STANAG 4586 control messages used to direct a sensor and select its compression, container and delivery format.

What an auditor - and a government buyer - actually checks

MISP-2019.1 names no certification body and describes no accreditation scheme. What it does describe is a Standard-level requirement being written into a contract: a Standard "should be identified in Government procurement actions as a mandatory conformance item for vendor offerings to be accepted by the Government." In practice that means a government buyer checks a vendor's Motion Imagery System against the relevant class, compression, container and metadata requirements before accepting it under contract - not a third party issuing a certificate. The document also insists that meeting the requirements on paper is not enough: conformance "can only be guaranteed through rigorous testing procedures," though the MISP itself does not describe who runs that testing beyond the class-specific conformance-testing standards it names (MPEG-2 compliance testing under ISO/IEC 13818-4, JPEG2000 conformance testing under ISO/IEC 15444-4).

What it does not cover

The MISP sets no requirement for Ground, Sea or Space Motion Imagery Collections - it recommends falling back to the Airborne Collection where none is defined. It does not standardise Audio Content beyond a quality-loss reference, and it explicitly declines to define the "mechanical interconnects between sub-systems." It also draws a distinction worth knowing before it costs someone a contract dispute: "Full Motion Video" (FMV) has no formal MISP definition, and the document says plainly that the term "should not be used in any contractual language" - a contract that specifies "FMV compliance" has not specified MISP-2019.1 compliance.

Beyond NATO's STANAG 4609 cover, the MISP requires compliance with STANAG 4545 (NATO Secondary Imagery Format) and its US counterpart MIL-STD-2500 for imagery extracted into NITF/NSIF form, and its own technical Structure is built on commercial coding standards - ISO/IEC 23008-2 and ITU-T H.265 for HEVC, ISO/IEC 14496-10 and ITU-T H.264 for AVC, ISO/IEC 13818 for MPEG-2, and SMPTE ST 377-1 for the Material Exchange Format - that sit outside our catalogue entirely.

How we help

MISP-2019.1 is an operational and technical standard: the engineering it calls for happens in the imaging, compression and network equipment itself, not in a compliance platform. Evidencing it in practice means documenting which Class, compression profile, container and metadata set a given system is built to, keeping the test records that back a conformance claim made to a government buyer, and training the engineers who configure Motion Imagery systems against those requirements.
