What STANAG 4545 commits nations to
STANAG 4545 is the NATO Standardization Agreement under which member nations commit to the NATO Secondary Imagery Format (NSIF), the shared way NATO systems format and exchange imagery. Its own aim is "to respond to the following interoperability requirements," starting with the need "to define common methods for exchange of Imagery across systems within and among NATO Nations." The current text is Edition 3, promulgated 17 April 2024, and it "supersedes the following document: STANAG 4545, Edition 2, dated 6 May 2013."
A STANAG is not itself a technical specification. It is the agreement by which NATO nations commit to implement one, and the specification usually lives in the publication it covers. Here that publication is the ISO/IEC BIIF Profile JBP-2021.2: participating nations "agree to implement the following standard," and STANAG 4545 "references the JBP which defines the compliance requirements for imagery formats, compression, interfaces, metadata elements, and message formats that facilitate interoperable capabilities." STANAG 4545 fixes the commitment and the interoperability requirement behind it; JBP-2021.2 fixes the actual file structure, compression and metadata rules.
What the format is for
The document sets out why the format exists: "to give users a consolidated, clear, and concise view of the standards they will need to build imagery files and to build and operate Imagery systems," and "to provide governance so as to allow participating nations to share imagery to meet intelligence, reconnaissance, surveillance and other operational objectives with interoperable imagery systems." This edition also carries specific technical changes: it covers "the character set requirements for all fields such that they are all backwards compatible," lets a file carry only its file header with no subheaders required, adds "Motion Imagery via the Motion Imagery Extension for NITF (MIE4NITF), NGA.STND.0044," and adds new image compression types.
Who ratifies it, and how it reaches a supplier
The mechanism that matters here: a STANAG binds a nation, the nation implements it domestically, and a supplier meets it because a contract or a tender says so. Ratification and implementation are separate steps: the enclosed agreement "has been ratified by member nations, as reflected in the NATO Standardization Document Database (NSDD), is promulgated herewith," and separately, the STANAG "is considered to be implemented when it has been incorporated into nations systems in accordance with the requirements put forth in ISO/IEC BIIF Profile JBP-2021.2." Once implemented, "Allies and NATO bodies shall provide implementation details through the electronic reporting tool," while "partner nations are invited to provide their implementation details through the electronic reporting tool (e-Reporting)" without the same ratification obligation.
None of this creates a direct requirement for a commercial supplier. STANAG 4545 reaches a supplier through a contract or a tender that names the STANAG or the JBP-2021.2 profile it covers, and that contractual route, not the agreement's existence, is where "is STANAG 4545 mandatory" gets a real answer.
How implementation is checked
There is no certification body and no independent audit described in the document. Nations and NATO bodies self-report: "Allies and NATO bodies shall provide implementation details through the electronic reporting tool." The agreement "is to be reviewed in accordance with AAP-03," and "the result of the review is to be recorded within the NSDD." Where a contract brings STANAG 4545 into scope, checking that a delivered system actually produces conformant imagery files is the contracting customer's own acceptance activity, something this document does not define.
Standards it references
JBP-2021.2 is the ISO/IEC BIIF Profile this STANAG covers, and it carries the format's actual technical detail; we hold the record but have not yet written a page for it. AAP-03, NATO's own directive for producing standardization documents, is the mechanism this STANAG's review runs through. The text also names the Joint BIIF Profile (JBP) Imagery Abstract Test Suite Guidance, JBP-Imagery-ATS-2021.2, and AEDP-04, Edition 2, which the document says remains valid pending its own successor standards-related document; neither is in our catalogue.
