NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 2828 is the NATO Standardization Agreement on military pallets, packages and containers. Edition 8 was promulgated on 22 September 2021, sponsored by NATO's MC, MCLSB, CSS and SP bodies, and covers the publication APP-22, edition B.
NATO has not released STANAG 2828 publicly. This page describes it from a public national implementation, the Czech defence standard ČOS 399006 (4th edition, amendment 1, effective from 18 September 2025), which states that it introduces STANAG 2828 edition 8 (APP-22(B)) into Czech use. Its own index entry describes the standard as setting out the basic requirements and test procedures needed to ensure pallets, bundles, containers and other transport packaging units used by the Czech armed forces are, where required, interchangeable within NATO. A national implementation can add national requirements and reservations, so treat what follows as the Czech implementation's content, not as NATO's own text.
What the Czech implementation covers
ČOS 399006 sets requirements across pallets, handling units, containers, testing, and how palletised handling units are built. It recognises general-purpose pallets - the standard NATO four-way pallet, the European flat (EUR) pallet and the box pallet - and special-purpose pallets built for a specific load or means of transport, including the air-portable 463L pallet and a steel pallet for NATO fuel canisters. The standard NATO four-way pallet comes in two sizes, 1,200 mm by 800 mm and 1,200 mm by 1,000 mm, each rated for a nominal load of 1,000 kg and a stacking load of 4,000 kg; the European flat pallet is 1,200 mm by 800 mm, rated the same, and conforms to ČSN 26 9110.
Handling unit limits and how they are tested
A standard ("category A") handling unit is limited to 1,000 mm in height and 1,000 kg in weight, with tolerances up to 1,050 mm and 1,130 kg; some NATO members use oversized units up to 1,900 mm and 1,814 kg, while the Czech implementation caps its own units at 1,600 mm. Before a new handling unit is approved for use, ČOS 399006 requires it to pass, in order, a forklift-handling test, a static-load stacking test, a stacking-stability test, a horizontal-impact test, a low-frequency vibration test, a rough-terrain vibration test, a tilting test, a free-fall drop test and an edge-drop test. ISO series-1 containers must additionally meet the International Convention for Safe Containers, 1972, and a set of ISO dimensional and marking standards, and be tested by an organisation recognised in the IMO's GISIS database before a safety-approval plate is issued.
