What it is
What the agreement covers
STANAG 4382 is the NATO standardization agreement that gives force to AOP-4382, Edition A, the Allied publication that "gives guidelines on the way a slow heating test shall be performed" for munitions. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the test procedure itself sits in the publication it covers. The agreement's own text is short: it states the interoperability requirement, records that participating nations agree to implement AOP-4382, and sets out how ratification and implementation are reported.
Who it binds, and how
The agreement addresses nations and NATO bodies, not suppliers directly: it is "effective upon receipt for use by the participating nations and NATO bodies." A nation ratifies STANAG 4382, then implements it by issuing its own domestic orders and instructions, and reports both steps into the NATO Standardization Document Database through NATO's electronic reporting tool. Partner nations are invited, though not obliged, to report their implementation the same way. That two-step process is what "is STANAG 4382 mandatory" actually resolves to: it is mandatory for a nation once that nation has ratified and implemented it, and it reaches a supplier only through whatever contract or tender the resulting national requirement is written into.

This is the third edition, promulgated 9 March 2020. It supersedes STANAG 4382, Edition 2, dated 15 April 2003. The agreement is supervised by the CNAD Ammunition Safety Group, Sub-Group B on Ammunition Systems (SG/B), and is reviewed in accordance with AAP-03.
What it does not cover
The agreement carries no heating rate, temperature or test threshold of its own, and this page does not either. Is STANAG 4382 mandatory?
Not in general. It binds a nation once that nation has ratified and implemented it, and it reaches a supplier only through a contract or a tender that invokes AOP-4382, not by existing on its own.
What is the difference between STANAG 4382 and AOP-4382?
