STANAG 6548 Allied joint doctrine for military public affairs

What it is

STANAG 6548 is the NATO Standardization Agreement by which participating nations commit to implement AJP-10.3, Edition A, the Allied joint doctrine for military public affairs. This is Edition 1, promulgated 20 September 2024, and the document states plainly that it "does not supersede any document."

A STANAG is not the doctrine itself

A STANAG is the agreement by which NATO nations commit to implement a standard, not the technical or doctrinal content itself. STANAG 6548's own text is short and administrative: an aim, an interoperability requirement, and the ratification, implementation and review machinery. "Participating nations agree to implement the following standard": AJP-10.3, Edition A. The doctrine's actual content, the philosophy, concept and structures of military public affairs, lives in that publication, not in this cover agreement.

What it commits nations to

The stated aim is "to respond to the following interoperability requirements", and the requirement itself is "to provide guidance and directions on the underlying philosophy, concept and fundamentals of military public affairs (Mil PA) by providing a common basis for Mil PA capability, its functions, structures, planning and execution for Alliance activities across the continuum of competition, and on the related strategic communications, with a focus on the operational level." The cover lists related NATO policy documents alongside it: PO(2009)0141 NATO Strategic Communications Policy, MC 0457 NATO Military Policy on Public Affairs, and MC 0628 NATO Military Policy on Strategic Communications, plus the doctrine STANAGs covering AJP-01, AJP-03, AJP-05 and AJP-10.

Who it binds, and how

STANAG 6548 binds nations, not suppliers or contractors. It addresses "the participating nations and NATO bodies", and separately invites partner nations to take part; the word "contract" does not appear in its own text. It becomes binding on a given nation through ratification, which NATO records in the NATO Standardization Document Database (NSDD): nations are "invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its ratification and implementation." Implementation is a separate, further step, reached only once "the necessary orders/instructions have been issued directing the forces concerned to put the content of the covered standard into effect", including folding Mil PA processes into national education, training and exercise programmes. Once implemented, "Allies and NATO bodies shall provide implementation details through the electronic reporting tool (e-Reporting)"; partner nations are only invited to do the same. This edition's "NATO Effective Date (NED)" field reads "Not applicable", so there is no single NATO-wide start date; whatever date matters comes from a nation's own implementation timetable, or from a tasking or contract that invokes the doctrine.

How it's evaluated

STANAG 6548 describes no certification scheme and no audit. What it describes is nations reporting their ratification and implementation status to NATO for the record; the document never uses the word "certified" or "certification". Where an organisation's own public affairs procedures and training do get checked in practice, the assessor and the evidence required are set by whatever contract, tasking or government quality regime invokes them, not by this STANAG.
