What it is

A recommendation, not an obligation

STANREC 4805 is a NATO Standardization Recommendation covering compatibility trial procedures for electronic countermeasures. As with every STANREC, the distinction that matters most is in its name: unlike a STANAG, it does not commit a nation to ratify anything. The document's own Implementation clause is explicit that it "is a non-binding document employed on a voluntary basis and does not require commitment of the nations to implement the standards which are listed in it." Nothing in these five pages creates a duty for a supplier to sign up to directly.

What it covers

The document's stated aim is "to list recommended practices regarding" trial and testing, and it gives that scope in full: "Trial and testing protocols and best practice for the trials and testing of force protection electronic countermeasure capabilities to assess compatibility of Allied electronic countermeasure for radio controlled improvised explosive device systems." The entire substantive content of STANREC 4805 beyond that scope statement is one line: "The following standard is recommended: AEP-4805, Edition A." The document does not itself set out the trial procedures or test criteria; it names the one Allied Publication that does, and stops there. Anyone who needs the actual trial and testing content has to read AEP-4805 itself, not this covering recommendation.

This is Edition 1, promulgated 9 July 2018. The text states plainly that "This STANREC does not supersede any document," so there is no prior edition behind it.

Review, and who can raise a change

STANREC 4805 "is to be reviewed at least once every three years," with "the result of the review... recorded within the NSDD." Outside that cycle, "Nations and NATO bodies may propose changes, at any time, through a standardization proposal to the tasking authority (TA)," to be processed at the next review. The recommendation is supervised under the Conference of National Armaments Directors (CNAD), through the NATO Air Force Armaments Group (AC/224 NAFAG) and Aerospace Capability Group 3 (ACG3), with the United States named as custodian.
