AEPP-3 is NATO's set of 22 test procedures used to check whether a package meets the storage and distribution requirements of STANAG 4280 at a given NATO packaging level.

What it is
AEPP-3, NATO Standard Packaging Test Procedures, is the Allied Engineering Practices Publication that sets out how to test whether a package actually does what STANAG 4280, NATO Packaging and Preservation, requires of it. The two documents divide the work cleanly: STANAG 4280 defines the NATO packaging levels and what each one has to survive, and AEPP-3 supplies the test procedures used to check a package against them. It does not tell a designer how to build a package. It tells a test facility how to prove one already works, and it is limited to the package itself, including any isolation material inside it, never to the item being packaged.
Twenty-two procedures, most borrowed from the AECTPs
Chapter 4 works through 22 procedures, labelled A to V: dry heat, low temperature, solar exposure, damp heat, water immersion, water spray, vibration, bump, bounce, handling, free-fall drop, horizontal impact, stacking, bending, flexing, cornerwise drop, edgewise drop, topple, rolling, mechanical handling, leaks in a container, and heat-sealed seam strength. Most of these point straight back to a named method in AECTP 300 or AECTP 400 under STANAG 4370, sometimes with a packaging-specific limitation or an added guideline layered on top: the water immersion test, for example, narrows AECTP 300 Method 307 to a static head of 1.3 m for 2 hours, and adds that any moisture penetration is an automatic failure. A handful of procedures, cornerwise drop, edgewise drop, rolling, mechanical handling, container leaks and the heat-sealed seam test, have no AECTP equivalent at all and are unique to AEPP-3. The mechanical handling procedure alone is really six tests in one: forklift lifting and transport, sling hoisting, grab hoisting, pushing, towing, and conveying, each with its own apparatus and pass criteria.
The four NATO packaging levels decide which tests apply
Which of the 22 procedures a package actually needs to pass, and at what severity, comes from the NATO packaging level (1 to 4) STANAG 4280 assigns it, and AEPP-3's own chapter 2 tables work through what each level has to survive. Level 1, the most demanding, assumes outdoor storage for a year with watertightness required, a vertical drop up to 1 m, horizontal impact at 2.5 m/s, and partial immersion for 6 days. Level 4, the least demanding, assumes ventilated building storage, minimal mechanical handling only, a drop height cut to 0.3 m, and no immersion requirement at all. Between them, Levels 2 and 3 step down storage duration, stacking exposure and handling severity in stages. A package designed to a lower level is not tested to the same severities as one designed to a higher one, which is why the packaging level is the first thing a test programme has to establish.
Not every package is tested to every procedure
AEPP-3 is explicit that testing is a judgement call, not a checklist run in full every time. Which tests apply, and in what sequence, follows from the required packaging level, the nature of the materiel, and the design of the package itself, and the document allows that "it may not be necessary to invoke any form of acceptance test for very simple package designs" or where test experience with a technically similar design has already confirmed the protection measures work. One point is easy to miss: AEPP-3 says plainly that it "does not address all of the safety and health aspects associated with its use," and puts the responsibility for safe test practice and any regulatory limitations on whoever runs the tests, not on the document itself.
Evaluation is a test report, not a certificate
A package fails a procedure if the packaged item becomes unserviceable, or if the package is affected in a way that could make it unserviceable or unsafe to handle later, even if the damage only shows up in a subsequent test in the sequence. What comes out the other end is a test report certifying compliance with, or deviation from, the procedure, recording the cause of any failure and any minor deterioration. AEPP-3 names no certification body, accreditation scheme or notified body: nobody is "AEPP-3 certified," and the document should never be described that way.
What it does not cover
AEPP-3 tests the package, not the contents. It does not assess whether the item inside survives being shipped, only whether the package protecting it holds up under the storage and distribution conditions its NATO level assumes. And where the current edition's severities have not yet been fully brought into line with the newer AECTPs, the document says so openly in each procedure's own limitations section rather than presenting an interim number as settled.

Questions
Is AEPP-3 mandatory?
Not on its own. AEPP-3 is a technical Allied Publication, and its Letter of Promulgation records that "the agreement of nations to use this publication is recorded in STANAG 4340." A nation takes it up by ratifying that STANAG, and it reaches an individual supplier only when a contract or tender invokes a NATO packaging level.
What is the difference between AEPP-3 and STANAG 4280?
STANAG 4280, NATO Packaging and Preservation, defines the four NATO packaging levels and what each one has to survive. AEPP-3 supplies the test procedures used to check a package against those levels. STANAG 4280 sets the requirement; AEPP-3 proves it was met.
Which NATO packaging level applies to my package?
AEPP-3 does not say, and this page will not either: the packaging level for a given item is set by STANAG 4280 and whatever contract or national requirement calls it up, not by this document or by ComplyTrain.
Is ComplyTrain AEPP-3 certified?
No such certification exists to hold. AEPP-3 names no certification body and describes no conformity scheme; nothing, including a compliance tool, can be "AEPP-3 certified."
What edition of AEPP-3 is current?
Edition B, Version 1, effective from January 2015. The document describes itself as an interim convergence of the original AEPP-3 Edition 1 with the newer AECTP test methods, and says the severities and procedures "have not been fully harmonized," with the specific gaps flagged inside each procedure's own limitations section.
