NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 1310 is the NATO Standardization Agreement on design criteria for the replenishment aspects of new-construction naval vessels, covering the publication ANEP-89, edition B. Edition 8 was promulgated in March 2017 under the sponsorship of MC, MCMSB, MLRAS. NATO has not released STANAG 1310 publicly, so this page describes it from two public NATO documents that cite it: ATP/MTP-16 and STANAG 1065.
Where it is cited
ATP/MTP-16 is the standard that participating nations agree to implement under STANAG 1065. In its description of a replenishment rig, edition F of ATP/MTP-16 states: "The rig shall be capable of transferring up to 57 m3/hr in accordance with STANAG 1310." The same passage requires the hose size to pass fluid at a velocity of no more than 7.6 m/s at any point, though it does not attribute that limit to STANAG 1310.
STANAG 1065 covers multinational operations involving replenishment at sea conducted by ships and helicopters. It does not ask nations to implement STANAG 1310; it lists it under other related documents, alongside ATP/MTP-16.1 (replenishment at sea: national information) and STANAG 1162 (vertical replenishment operating area marking, clearances and lighting).
