What AAGSP-03 covers
AAGSP-03 is the NATO Allied Aircraft Gaseous Systems Publication that sets the minimum characteristics of the breathable air a ground conditioning unit supplies into an aircraft cabin while the aircraft sits on the ground. Its stated aim is to keep the pilot, crew and passengers physiologically comfortable, whatever the outside air conditions the conditioning equipment has to work with, and whichever nation's ground unit is doing the conditioning. The reason this document exists at all is interoperability: ground servicing under a NATO or coalition arrangement routinely means one nation's ground crew connects its own air conditioning equipment to another nation's aircraft, and AAGSP-03 sets a shared floor so that connection is safe no matter which nation's equipment produced the air.
How it comes to bind
AAGSP-03 binds through STANAG 3610, the agreement under which participating nations recorded their agreement to use it, rather than by existing on its own. A nation ratifies STANAG 3610 and applies AAGSP-03 domestically, and for an organisation supplying or operating ground conditioning equipment the obligation typically arrives as a national specification or a servicing contract that names it. AAGSP-03 also carries its own Record of Specific Reservations, separate from whatever STANAG 3610 itself records: four nations recorded one at promulgation, each changing how far the common position applies to them.
What it requires
Chapter 2 sets a general requirement that delivered air retain its physiological balance and stay within contaminant limits, then three specific characteristics: an 8-hour time-weighted-average limit on named minor contaminants, a defined acceptable range for oxygen concentration, and favoured comfort conditions (an outside-temperature range, a humidity ceiling, an airflow rate per person and a comfort graph at Annex A). A supplier or operator checking equipment or delivered air against the standard needs the document's own tables and graph for the actual figures; nothing here reproduces them.
Where nations differ
The Record of Specific Reservations, recorded at promulgation, and the informative Annex B both make the same point from different angles: the common position is a negotiated floor, not a single figure every nation applies unchanged. Canada's own regulation sets its own carbon dioxide threshold. The Czech Republic will not meet the minor-contaminant table in full and applies its own national air-contaminant limits instead, citing Czech workplace-health regulation. Germany's reservation says extreme-temperature conditions should additionally account for the Fanger 1970 thermal-comfort model, and Annex B separately records that Germany applies its own national ventilation regulation, which sets fresh-air volume by the type of activity rather than a flat rate. Italy applies the publication according to the availability of financial resources for acquiring new equipment. Annex B also records that the USA applies its own occupational time-weighted-average exposure limits, set by the American Conference of Governmental Industrial Hygienists, rather than the document's own table.

How it is assessed
AAGSP-03 names no certification, audit or inspection mechanism, and no accredited body, notified body or self-declaration route appears anywhere in the text. It is a technical characteristics document: conformance in practice is whatever the organisation supplying or operating the ground conditioning equipment checks the delivered air against, using the document's own table, the applicable national regulation, or whichever national reservation applies. The reservations above make the point directly: several nations apply their own national limits instead of the document's table, so there is no single test a third party applies across the alliance.
