What it is

What STANAG 3457 covers

STANAG 3457 is the NATO standardization agreement that gives force to three ISO standards covering ground electrical power supplies for aircraft: ISO 461-1 and ISO 461-2, which set the design, performance, test and dimensional requirements for the connector used for aircraft ground electrical servicing, and ISO 6858, which sets general requirements for aircraft ground support electrical supplies. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and here the specification it covers is not a NATO Allied Publication but three civil ISO standards, obtained from ISO and national standards bodies on their own terms rather than from NATO. NATO's own STANAG document is free from the NATO Standardization Document Database; ISO 461-1, ISO 461-2 and ISO 6858 are sold by ISO and by national standards bodies, not by NATO and not by us.

This STANAG responds to an interoperability requirement stated plainly in the document: standardized provisions and procedures "for cross-servicing of aircraft ground electrical power supplies." Read plainly, that means the agreement exists so that ground power equipment fielded by one NATO nation can service an aircraft belonging to another, not so that a single national design is imposed on everyone.

This is Edition 8, dated 9 February 2023. It supersedes STANAG 3457, Edition 7, dated 24 March 2014.

Who ratifies it, and how it takes effect

The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its ratification and implementation," and the national response is recorded in the NATO Standardization Document Database (NSDD). Once ratified, the agreement "is effective upon receipt for use by the participating nations and NATO bodies." A manufacturer of ground power equipment, or an aircraft type, meets ISO 461 or ISO 6858 only where a contract or a tender brings one of them in by name, not because this STANAG exists on its own.

What implementation actually requires

Participating nations "must ensure that aircraft and ground power supply equipment being used are equipped with connectors for aircraft electrical servicing power compatible to ISO 461," and that "ground electrical power supply equipment being used must meet ISO 6858 general requirements." Neither figure is restated here: the connector's design, performance and dimensional requirements live in ISO 461-1 and ISO 461-2, and the general requirements for the supply itself live in ISO 6858.

Implementation reaches two further STANAGs, and the document is specific about the language it uses for each. Electrical grounding and bonding between aircraft and ground equipment "shall be in accordance with the methods and procedures of STANAG 3632," and electrical hazards on the flight line "must be considered in accordance with STANAG 7009." Both read as binding commitments within the implementation clause. AAEP-02 and AEP-24 appear in the same list of other related documents, but the text available to us says nothing further about either beyond naming them.

Allies and NATO bodies "shall provide implementation details through the electronic reporting tool (e-Reporting)," and the STANAG itself "is to be reviewed in accordance with AAP-03," with the result recorded in the NSDD.

How it's evaluated

No certification exists here, and the document names none. What it describes is a national ratification, implementation and review cycle run through NATO's own machinery, not an audit against this STANAG as such. Whatever assessment a manufacturer of ground power equipment or an aircraft type actually faces runs through the customer's own airworthiness or procurement quality process, wherever that process invokes ISO 461 or ISO 6858 by name.

Is STANAG 3457 mandatory?

Not in general. It binds a nation once that nation ratifies it, and it reaches a manufacturer or supplier through a contract or a tender that names ISO 461, ISO 6858 or this STANAG, not by existing on its own. Whether it applies to a given programme is set by the tasking or contract in front of you.

What is the difference between STANAG 3457 and ISO 461?

STANAG 3457 is NATO's agreement to implement ISO 461 and ISO 6858 for aircraft ground electrical power: the letter of promulgation, the ratification record, and the implementation and review machinery. ISO 461 and ISO 6858 are the civil standards themselves, obtained from ISO and national standards bodies, and they carry the actual connector and general requirements.

Does STANAG 3457 cover electrical grounding and bonding?
