What it is
STANAG 3752 is a NATO Standardization Agreement, currently Edition 3, promulgated 30 May 2024, superseding Edition 2 of 23 March 1989. Like most STANAGs, it is not a technical specification in its own right. It is the agreement by which NATO nations commit to implement AASSEP-12, Edition A, the Allied Publication that actually sets out the materials, dimensions and mechanical requirements for witness (breaking) wire. Read on its own, STANAG 3752 requires almost nothing of a supplier directly: its obligations run to nations, and it reaches an aircraft equipment manufacturer or maintainer only once a nation has implemented it and a contract or order brings AASSEP-12's requirements into play.
Why the agreement exists
The stated aim is "to standardize materials, dimensions, and mechanical requirements of witness (breaking) wire when used for the temporary locking of aircraft emergency controls and equipment." Witness (breaking) wire is fitted so that operating an emergency control leaves visible, physical evidence that it has been used. Different NATO nations' aircraft, maintainers and depots need a common specification for that wire if parts and equipment are to be interchangeable across the alliance.
Who it binds, and how
STANAG 3752 binds nations, not suppliers directly. Its letter of promulgation describes the enclosed agreement as one "which has been ratified by member nations, as reflected in the NATO Standardization Documents Database (NSDD), is promulgated herewith," and states that it "is effective upon receipt for use by the participating nations and NATO bodies." Nations that have not yet ratified are "invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its ratification and implementation." So "is STANAG 3752 mandatory" has no single answer: it depends on whether a nation has ratified and implemented it, and, for a manufacturer, on whether a specific order or technical manual then invokes AASSEP-12.
What it requires
STANAG 3752 is a short letter of promulgation, not a clause-numbered specification, so its content sits in named sections rather than numbered clauses.
Under "Agreement," participating nations agree to implement the standard named: AASSEP-12, Edition A. No wire diameter, breaking load, material composition or test method appears in the STANAG text itself; all of that, if it exists, is in AASSEP-12, which this page does not hold the text of.
Implementation is defined narrowly: AASSEP-12, Edition A "is considered implemented when its content is incorporated as appropriate into national orders or instructions." One consideration is stated directly: "all future manufacture and all future editions of appropriate technical manuals, or all orders for newly designed material" are to be produced or ordered in accordance with the agreement, once a nation has incorporated it. That reaches forward, to new manufacture and new orders, rather than back to wire already fitted.

Reporting and review
Allies and NATO bodies "shall provide implementation details through the electronic reporting tool," and partner nations are separately "invited to provide their implementation details through the electronic reporting tool." Ratification responses are likewise recorded in the NATO Standardization Documents Database through the same electronic channel. The agreement itself "is to be reviewed in accordance with AAP-03," NATO's standardization procedures publication, with the result recorded in the NSDD.
How you are evaluated
Nobody can be certified against STANAG 3752 through this document: it names no accredited body, notified body or government-surveillance scheme. The only accountability it describes is national self-reporting through NATO's electronic reporting tool, plus the periodic review of the agreement itself under AAP-03. A nation incorporates AASSEP-12 into its own orders and instructions and tells NATO it has done so; nobody audits that from outside the chain of national command.
