STANAG 7225
National authorities and NATO bodies implementing STANAG 7225, and the partner nations invited to adopt it
STANAG 7225 is the NATO agreement by which nations commit to implement APRP-3.3.7.2, the publication covering reintegration of personnel recovered from isolation or captivity.
STANAG 7225 is the NATO standardization agreement covering APRP-3.3.7.2, Edition A: the Allied publication that carries the standardized framework and terms of reference for reintegration of personnel who have been recovered. The STANAG itself carries no procedures. It is the agreement by which participating nations commit to implement APRP-3.3.7.2, and the substance a reader is actually looking for sits in the publication it covers, not in this cover agreement. Edition 1 was promulgated on 12 October 2017 and "does not supersede any document."
A STANAG binds a nation once that nation has ratified it, and ratification is recorded in the NATO Standardization Document Database (NSDD). This one "is effective upon receipt and ready to be used by the implementing nations and NATO bodies." Partner nations sit outside that ratification structure: they are separately "invited to adopt this STANAG."
Ratifying is not the same as implementing. STANAG 7225 and APRP-3.3.7.2, Edition A, are implemented "when the procedures detailed in APRP-3.3.7.2(A) have been incorporated in national regulations, manuals and training." A nation can have ratified the agreement well before its own regulations, manuals and training reflect what APRP-3.3.7.2 asks for, and the agreement does not say how long that gap may run.
Nations are invited to examine their own ratification and, "if they have not already done so, advise the NSO of their intention regarding its implementation," and to provide the NATO Standardization Office with their actual implementation details. Once implemented, a nation reports effective implementation of the STANAG "using the form in Annex H to AAP-03(J)"; a partner nation reports its adoption "using the form in Annex G to AAP-03(J)."
The agreement itself "is to be reviewed at least once every three years," with the outcome recorded in the NSDD. A nation or NATO body may propose a change at any point, and any accepted change is worked through at the next review.
The agreement names one publication nations are committing to: APRP-3.3.7.2, Edition A. Two further documents, STANAG 6511 and AJP-3.7, appear on the cover as other related material, not as part of what this STANAG obliges anyone to implement.
STANAG 7225 gives an organisation nothing to implement directly. It is the agreement, not the specification, and the framework it brings into force lives in APRP-3.3.7.2. Where a contract or a national programme puts that framework into practice, the work itself is done in the day-to-day handling of recovered personnel, not in software, and the evidence that follows is the same shape as any other operational requirement: a documented procedure, a record that people were trained against it, and a record that it was actually followed rather than only referenced.
