What STANAG 4797 covers
STANAG 4797 is the NATO standardization agreement that gives force to AOP-4797, Edition A, the Allied publication setting safety requirements for hazard mitigation devices (HMD) used against fast and slow heating threats to munitions. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the actual safety requirements sit in the Allied Publication it covers. This STANAG responds to interoperability requirements stated plainly in the document: "to establish standardization on mitigation of hazards due to slow and fast heating threats to munitions," and to contribute to NATO's insensitive munitions policy under STANAG 4439 and to safety and suitability for service assessment under STANAG 4297.
This is Edition 1, promulgated 26 March 2019. The document states plainly that "this STANAG does not supersede any document."
Who ratifies it, and how it takes effect
The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its implementation," and the national response is recorded in the NATO Standardization Document Database (NSDD). Once ratified, the STANAG "is effective upon receipt and ready to be used by the implementing nations and NATO bodies," and partner nations are invited to adopt it on the same terms. Participating nations "agree to implement" AOP-4797, Edition A, which is where the hazard mitigation device requirements themselves are set out.
The document ties implementation to a design-stage test: "this STANAG is considered implemented by a nation when a new design of active and passive hazard mitigation devices in munitions is compliant with AOP-4797." That places the work at the point a new device design is under way, not as something retrofitted onto munitions already in service. A supplier or a munitions programme meets AOP-4797 only where a contract or a tender brings it in by name.
Reporting and review
Nations report their effective implementation, and partner nations their adoption, "in accordance with AAP-03." The STANAG "is to be reviewed at least once every five years," with the result "recorded within the NSDD," and nations or NATO bodies may propose changes at any time through a standardization proposal to the tasking authority.
How it's evaluated
No certification exists here, and the document names none. What it describes is a national ratification, design-compliance and reporting cycle: a nation records its ratification and implementation details in the NSDD, and counts itself as having implemented the agreement once a new hazard mitigation device design is compliant with AOP-4797. Whether a given design actually meets AOP-4797 is a national and contractual question, assessed against that publication, not an audit against this cover agreement.
